Reasons For The Proposed Action
At Allen Parkway Village
The Resident Council of Allen Parkway Village is asking our traditional
supporters to join us in keeping low-income housing for needy low-income families in
Allen Parkway Village. If we do not keep this housing for the low-income families and
individuals of Houston, then the 20-year efforts by many people to preserve the 1000
units of low-income housing will have been all for nothing. That is why we are asking
you to join us in this proposed Action March 24, 2001, at 12:00 noon.
1. Two-thirds (2/3) of 333 family units at Allen Parkway Village (APV) are
being illegally reserved for households making from $17,000 to $47,000 a
year. The other 167 units are for senior citizens only, who are usually on
fixed incomes. Taxpayers should NOT be subsidizing persons of such high
incomes.
2. The Housing Authority of the City of Houston (HACH) is using credit checks
to deny entry to low-income families;
3. Requiring families to get gas and electricity in their own names, which
requires extra deposits and which, if utitilities are cut off for failure to pay
a bill, is legal grounds to evict families who do not have enough money to
keep the escalating-priced utilities on;
4. Evicting families on the grounds that their files were not completed with all
necessary documentation by previous manager;
5. Refusing to let the Resident Council of Allen Parkway Village (RCAPV) use
the Community Building for the monthly residents' meetings;
6. Having maintenance staff illegally remove the Resident Council notices from
residents' doors to keep the tenants' association from informing residents
of their rights;
7. Making illegal attempts to install a new RCAPV in order to have leadership
that they can control; including an unlawful election scheduled for Monday,
March 26, 2001, at 6:00 p.m., illegally in conflict with the current RCAPV;
8. Telling persons who are attempting to visit family and friends that they
cannot come onto the APV property unless they live there, threatening them
with arrest;
9. Allowing management to go around, opening doors of residents' apartments
with their master keys and letting police into apartments, in what appears
to be warrantless searches; and
10. Arresting and giving tickets to residents if the manager claims that the
persons verbally abused them.
This action will take place on March 24 at 12:00 noon,
at 1600 Allen Parkway on the feeder road
in front of the management's office.
Note: We would appreciate your help in organizing this action,
and reporting these abuses to the media and governing agencies.
