(1) WHEREAS the Resident Council of Allen Parkway Village has adopted
a comprehensive program of redevelopment, which is known as the
Allen Parkway Community Campus concept, and
(2) WHEREAS the principles of the Allen Parkway Community Campus concept
and the participation of Residents of Allen Parkway Village as equal partners in its
planning and implementation were endorsed by Henry G. Cisneros, Secretary
of Housing and Urban Development, on March 22 and May 20, 1994, and
(3) WHEREAS, the Allen Parkway Community Campus concept is a model
for low-income public housing that incorporates health, educational, and
social services, job training, skills development, family support programs,
historic preservation, and a sustainable living environment for a
socioeconomically, generationally, and ethnically diverse community, and
(4) WHEREAS the Allen Parkway Community Campus will entail the
construction of new, compatibly designed, low-income replacement housing in
the Freedmen's Town Historic District/Fourth Ward neighborhood, in addition
to the rehabilitation of apartment units at Allen Parkway Village, and
(5) WHEREAS the Allen Parkway Community Campus is based on the
principles of Resident Management and Resident Leadership, and
(6) WHEREAS the Allen Parkway Community Campus is a responsible
alternative to the persistent mismanagement of the Allen Parkway Village
by the Housing Authority of the City of Houston, and
(7) WHEREAS the Allen Parkway Community Campus is a highly desirable
alternative to the plan of the Housing Authority of the City of Houston
to demolish 677-850 of the 1,000 apartments at Allen Parkway Village and
replace them with only 350-500 "affordable" townhouses, therefore be it
(1) RESOLVED that this organization endorses the Allen Parkway Community
Campus concept, and
(2) RESOLVED that this organization endorses Resident Management of the
Allen Parkway Community Campus and Resident Leadership in planning
for its implementation, and
(3) RESOLVED that this organization opposes the demolition of buildings
at Allen Parkway Village and dispersal of low-income families in
scattered sites and Section 8 housing far from the historic center of
Houston's African-American community in Freedmen's Town/Fourth Ward.
